I made the Scrabble bullentin board off Craftster and that livens up a room.

Also, I like to buy cheap frames and print off cool pics on photo paper. Makes for quick art to put on the walls.

I've noticed a lot of affordable art online from newer/younger artists lately.
You can get limited prints from $20-$100 and originals anywhere from $50 and up.

And I think that refinishing used furniture (and floors) would help
our house a lot--if we weren't too lazy to get around to it.
Live houseplants of all shapes and sizes are inexpensive and beautify any area. The more the merrier. I found some 10" palms 1/2 off at Walmart.
$4.97! I got 4 and they added a whole new look.
Also, I like to renew a few of my old things with spray paint. It's inexpensive and the results are lovely.
ie. furniture (rocking chair from a garage sale $7) $1.67 caramel satin (3 cans) added a black $20 chenille throw blanket and $5 cushion. Very cozy.
(I picked up a couple of wood accent tables at a flea market for $5 a pc and spray painted them with .94 flat black (3 cans ea) from Walmart. They look like $200 tables. Added a $3 Ivy (okay and bought a $10 pot for the ivy). It looks very nice.
Recovering chairs is quick and easy. Fabric is cheap. All you need are measuring tape, scissors and a staple gun.
No matter how you decorate, have fun and don't be afraid of color or making a mistake. Paint is cheap and so is sandpaper:)
If you can get a hold of some, sari fabric is wonderful for curtains, hanging room dividers, pillow coverings, etc. BIG pillows are great tumbled in a corner. Big baskets to store things. Or do the industrial look and pick up storage unit stuff at a restaurant supply store (which can be pricey, though), or industrial supply place.
My brother and his girlfriend decorated their appartment with things they bought at the dollar store, cute little picture frames with silk flowers glued to the center inside them, I'm sure you could take the flowers out and put something else in it if you wanted, they've got tons of frames with pictures too. Personally I love black and white pictures. Plants are great and cheap too, maybe make some throw pillows or crochet an afgan to put on your furniture..
Hit the thrift stores. For cheap art, frame whatever you're into-- game boards, record covers, vintage dish towels.
