If you are willing to invest in some new cake pans, making a tiered cake isn't so different from making a regular cake but seems really impressive.
Instead of making 2 9 inch rounds, make 2 10 inch rounds and 2 8 inch rounds (or whatever size pans you have/could reasonably see yourself using again).
I'd probably make a normal batch of batter and make 1 little and 1 big round. Then repeat that rather than double your recipe.
A piece of cardboard a little smaller than the small cake should be enough to support the stacked cakes.
The wedding cake-esque assembly seems super fancy even with just regular frosting.
Then you can decorate it however you like. Fondant flowers would be pretty. Buttercream piping if you know how.
I have zero skills at decorating cakes, so I'd probably keep it really simple. Some sprinkles and a 60 candle on top. Sparklers are a pretty alternative to typical birthday candles. Or fresh flowers would be really pretty and elegant.
